Where can I get airline child safety restraints for children of the ages of 3 weeks old, 1yr. , and 2 yrs. old?

Talk to your airline. When my wife traveled with our 2 month old they let her use a Bassinet that they have on the plane. It attached right to her seat. This way the baby did not have to pay the full fare for the flight.Most airlines have them and few people know about it.
As for the other 2 you can just bring in their regular old car seat but ask your airline first and see what codes they want the seat to meet.

Actually they just came out with attachments for the adult seat belts to use for children, but I don't think they are available yet. For the baby I would keep the baby in a sling or their own car seat. For the older kids I would have their own car seats also.

I kept my infant son in a sling so that way if there was turbulence I couldn't accidentally let go of him and in a emergency I know I could move and still have him close to me without being in my arms where he could slip out.

no such thing. take your own child seats...you will have to pay for a ticket for each of them if you want to restrain them.
