When I had to share I gave fifteen minutes before I removed the clothes from whichever machine. I always used care for other people's property, even fold stuff I took out of a dryer a few times, but it IS very inconsiderate to not stay on top of your laundry and set a timer or something to move your stuff through as quickly as possible.
I had the same concerns as you, though. People self-centered enough to think they own a machine once their stuff is in it are probably the same types who would take revenge for intruding upon their "territory." If it's a big enough problem, ask management to move it and put up a sign that states exactly how long the cycles of the machines are and they should remove their stuff promptly.

Why don't you go to a laundromat? Or why don't you ask your landlord to set up a schedule that way if its your day for laundry and someone else is using the machine then you have rights to do something about it. Make friends with some of your neighbors, just how many people use that machine, another set may be in order if there is more then 5 families using this one machine.

Quite honestly I think it's creepy when someone else touches your laundry, if you have people who leave it in there for hours that's one thing and a complaint to take up with your landlord, they might even get more machines...I live in a building now where someone took my wet laundry, which couldn't have even finished ten minutes before I went to get it, and put it in the dryer so they could use the washing machine...a dryer that has someone else's stuff in it already. Ick. I cannot wait to have my own washer and dryer!

Having been through this same situation in college and in my apartment building, I think you have done the right thing. If you wait for a 10 minutes then you definitely should be able to remove their clothes. If you want to be super nice you could fold their clothes for them while you wait for yours to be washed. Maybe putting up a sign that says "Please be considerate to the other residents and remove your clothes promptly from the machines." No one has to know you put the sign up.

I wait 15 minutes, and if they don't come down, I take it out. I make sure to put their clothes in their basket, or spread a garbage bag on the table and put them on that. What can they say? If you're worried, leave a little apoligetic note, explaining how long you waited. People take my stuff out if I get tied up with my daughter, it's no biggie.

Take it out. I put it on the top of the next machine. I know people who will leave their washing forever in the hope that someone will put in the dryer for them. Then they leave it there waiting for someone to take it out.

Is this a coin laundry? If it is I'd say just lay the clothes on a clean table. If there are dryers to use and they are free go ahead and put them in a dryer.

I think people that leave their laundry are very inconsiderate. When this happens to me I move their laundry. I don't care what they think, but I don't particularly like emptying out a machine with dirty underwear...Yuck
