In all my relationships I have gone all the way within a month, but I would say it depends on the person you are with and the circumstances. I wouldn't set time limits, just go with what feels right and what both of you consent to.

Kissing pretty much until 1 year, then making out, but if she wants to, I would make out on a first date. I wouldn't touch until married and on honeymoon.
