Maybe he is shy or he is playing game. I would forget about him and not feel sorry for him that he is shy. Go find another boy who is wanting to go out with you. Maybe this guy will get over his shyness and will go out with you. Ignore him if he stares at you or tell him to stop it because its just plain rude.
