The first thing to tackle is to learn about whatever breed you are thinking about. You will want to learn about responsible and ethical breeding practices, understand what your breeds standard is, and know your breeds health concerns and have your dog(s) tested against them (such as OFA: tests for hip/elbow displaysia, CERF: tests for congenital eye disorders, in addition to the issues that may be specific to your breed. Breeding is a huge undertaking when done correctly, and may not be something that you are interested in. A continual concern is the issue of overpopulation, you should think about why you are breeding your dog, are you continuing and contributing to improving the breed, ect. There are tens of thousands of dogs (many are even purebreds) are sitting in animal shelters across the country EVERY DAY! Some of them dont even have 72 hours before their second chance goes away forever. If you decide to breed, there should be something better than breeding another pet dog from so-so parents. Otherwise all you do is add to the problem. For some really good info to get you started check out:

This should get you started in the right direction. You should be at least 18...otherwise you are still a minor and your parents have the final say until that point...even later if you live in their house, and want to continue living in their house anyway.

If you`re talking about dogs,two years is the right age to breed dogs cause younger than that there kinda still a pup,i breed pittbulls myself and i breed my first one when she was two and she is way better mother to her puppies than the one i breed at little over a year she really didn`t know what to do so half the pups died. So i would wait till there two years old but it does really depend on how they are mature wise some female dog mature faster then others like people lol.my blue pitt went into heat at 6 months old i really didnt know what was wrong at first cause she was bleeding spots everywhere so i called the vet and they said she was in heat.

age is not a requirement to breed dogs. however, it takes many years working with a specific breed to know about it enough to get to the point that you SHOULD be breeding dogs. There are enough puppies out there for regular folk. If you want to breed then you need to get your dogs championed in something and those experiences will connect you with many people who can help you set-up a proper breeding program and give general awareness about your pups when you have them.

Well first off where are you? Also assuming you mean breed dogs as a business. If in the US, you probably have to be age of majority--either 18 or 21. Since a minor (underage) cannot be bound to his/her contracts. Also you would need to probably register your business in some way, requiring you to be an adult and then there's the question of tax filings--you can't file as a minor, your parents have to do it for you. So, I would say at minimum at 18, unless you can get an adult to let you run your business in their name until you are old enough.
