many people will give you different answers. all coming from their respective religions.
I am a Celtic Pagan. i would say that if you believe in the Celtic gods/goddesses then you are a Pagan.
Wicca is a different religion entirely. some say that you must be initiated into a coven first.
but i think that all would tell you to do some research first and figure out what you believe and then look for people that are of like mind to learn from. this way you do not have another person dictating your beliefs to you.
and please spend some time learning about your chosen path before you start playing around with Magick. not that you should not self teach yourself but you should learn all that you can before youstart useing magick, this way you will not make any major misteaks when you first start.

I am a Pagan but I am not Wiccan. I'd say your first step is to study a lot on your own. Make sure that paganism is indeed the path that is right for you.
There are almost as many different ways to "become" a pagan as there are pagans, so you will get a lot of different answers.
All the serious answers have merit.

That's a really complicated question. First, there's a difference between pagan and wiccan. That's just the surface. Then you have to decide what type of paganism or wiccan you are interested in. It depends on what you want to become, Pagan and Wicca are two different things;
Pagan is someone who is not Christian, Jewish or Muslim, normally when people talk about being Pagan it means Neo-Pagan, which is either a pantheist or polytheist belief system. Pantheist is the belief in divine present in all and polytheist is the belief in many divine beings. You can be Pagan as long as you believe in pagan beliefs, there are no restrictions.
Wicca is a Pagan mystery priesthood, it is polytheist in nature, as a priesthood, and as it is initiate-only and oath-bound the way which one becomes Wicca is first a long period of study, after which if you choose to become Wicca you are a 'Seeker' which is someone who is seeking a coven, covens then train you prior to initiation into Wicca.

First of all, hon, it's spelled p-a-g-a-n. Actually, being a Wiccan is being a Pagan - it's sort of a denomination of Paganism, sort of like Methodist is a Christian denomination.
Look around the internet first. The first, best website is www.witchvox.com. They have a ton of excellent articles, contacts, links, all kinds of stuff. It's the biggest Pagan website out there.
Then, it takes a lot of reading and study, real books, not just the internet. Some excellent books are by Scott Cunningham, for beginners. Avoid the author named Silver Ravenwolf like the plague - to be blunt, she s**ks. An *excellent* book is "Paganism - An Introduction to Earth-Centered Religions" by Joyce & River Higganbotham.
Eventually you should find a teacher. That's not easy, especially if you're underage. Most responsible Pagan teachers won't teach a minor - too many legal hazards. Study on your own first. If a "teacher" says you have to give them sex or money, RUN and never see them again. A good teacher will come when you're ready, but you must be careful, and form your own opinions, don't let other people force theirs on you.

Depends on how you want to practice. Are you wanting to do it alone or in a coven atmosphere? If you haven't already, get a couple of books by Scott Cunningham about wicca for the solitary practitioner. So far they are the best I have seen on the subject. At least you will be able to decide if it is the right path for you.
