You need practice. Seriously, find someone nice, who knows they are just helping you, and practice flirting. It seems silly, but it works. Good luck.

Why do you want to flirt?
And why do you think you have to learn?
If you think it is something you have to learn, then when you learn it, it will be an act, and if it is an act, then you will be a superficial person when you are doing it.
So why don't you just be you, and when someone is attracted to you, that is just what she will be.....
