According to my son an Army Officer & the US Army website,
it usually refers to being accountable for equipment - guns,
assigned equipment damage other than normal wear & tear.
In combat it is being accountable for casualties unneccessary for officiers. At home, it is being accountable financially - all bills must be paid & signed off before leaving an old post. This my son (the tightwad) finds strange to have people he owes no money to sign & say he owes no money. Personal Soldier Accountability.
