Do either one of these discs make a difference when you burn a movie?

Doesn't really matter anymore.

DVD - is the format used by store-bought DVDs and the only format older DVD players would play.

DVD+ uses a different layout developed for better performance for data / computer use.

Most DVD players will play either now. Use DVD-R if you desire better compatibility with older players or if you're creating a master for a commercial DVD.

What's the difference between a Ford & a Dodge?
They're both cars...they just use a different format to achieve the same result. Same with -R & +R
Most newer players will read either.
Try both & see what works best for you.
