As someone who was in the Armed forces for 20 years, from the tail end of Nam through Desert Storm, I think the idea appallingly bad. You do not get initiative, enthusiasm, good morale, good discipline, or even good performance from people who don't want to do the job they are assigned. Would you want to trust your life and the safety of your country to someone who cares nothing for either, only about keeping himself alive and unhurt until he can go home? Such people do the bare minimum it takes to get by, and in modern warfare, as high-tech as it is, that doesn't cut it. The same is true for the other programs you mentioned, to be effective in any of those a person has to genuinely care about others, and those kind of people don't have to be coerced, they are already doing it. If you genuinely think the Military and Civilian services need more people then join up yourself. If you won't, then shut up, you have no right to ask of others what you won't give yourself.

For the common defense of the United States and to ensure that our freedoms are protected, the Armed Forces of the United States of America should be beefed up, because all of these other programs would be Null and Void if another terrorist attack would occur and these people want to destroy America and our way of life and
that is a FACT.

Maybe they could promote the service programs by offering them with the salary (do they get one) tax free.

Or some school money - and college credit for time served. (life experience) My husband has college credit for serving in the army for 10 yrs so far.

Or maybe some college can offer a decrease in tuition for people who did those things. Wouldn't they like to have people in the college with a social consience and who has that kind of experience to share with the other students?

What stance are you taking - and what exactly is your question?

There's no question here that I can see. If you are wanting confirmation that this would be a good topic, then the answer is yes. If you want our answers, then please rephrase the question. (Some countries do make this type of service mandatory. I think it would benefit many to have served in some capacity.)

decent debate topic if that's your question - if you are planning debating you might want to improve your approach to communications, tho
