No. If it was I would have died a long time ago. They aren't as tasty (rather bitter) and rubbery, but you can still eat them as long as they aren't moldy.

Only the sprouts are a problem. If the potato is not to far gone, cut them out with a small knife and toss them into the garbage. The rest of the potato is fine to eat.

Most varieties of potatoes are poisonous at any time. This is why we always cook potatoes before eating them. When was the last time you saw someone dig into a raw potatoe at lunch time? Humans have learned that potatoes, like many products, are harmful when taken raw but that their chemical structure changes once they are cooked. If left for too long, potatoes can also explode so please handle them with care when disposing. It might be a good idea to write a note on your garbage bin stating "careful.. explodinhg potatoes inside" to be polite to your grabage collector so they don't harm themselves.

Potatoes contain solanin, an alkaloid. Solanin can be recognized when the potato develops a green color and is caused by storage in light. Your best bet is to keep them in a cool dark place so they will not turn green. Sprouting promotes the production of solanin. They develop a bitter taste too.
I never eat green potatoes but I have noticed that potato chips are sometimes green and I don't eat them. Solanin is more or less poisonous.
