You can buy the plans from the first web site for $20 and spend $300 for a 1200 w generator.
For $400, you can buy an 800 watt generator ready made.

Depends upon the windmill. In the North of England there was a lot of talk about putting up windmills (a few experimental ones have already been built in Cumbria near Kendal). The problem is that the cost and energy expenditure of building them is so great that the entire life of the windmill will hardly compensate for the construction of it!
