I thought it refers to the weight being net weight and gross weight I think E symbol means Net weight which is the produce only and does not contain the weight of the packaging.

It means that the quantity shown is accurate to within the tolerances laid down in EU regulations. In other words, if you say that a bag contains 1kg of sugar, there's no practical way of making sure that every bag of the millions produced is *precisely* 1kg, but the 'e' means that they are for all practical purposes as accurate as can be reasonably expected.
