Doctors say to have the least oamount of contrast between your screen and the back drop to the screen, but don't put the monitor on too low, because that will also strain your eyes and cause some damage in the long run.

I'm on computers all day. First things is learn to blink a lot. It helps reduce eye strain. If I'm in a dark room, I down the screen brightness so that it is not the brightest thing in the room, and that I can still see other objeects. In the day, i jack the brightness way up, its better for the eyes this way. Also they make somputer glasses these days that are made help the eye focus directly on the copmuter screen and reduces long term effects of computer usage on the eye.

A balance of both which you have to find out for yourself. By the way increasing refresh rates to 80 Mhz and above will slightly slow the PC but will be better for your eyes. It is more important than changing contrast settings and alike.

If you are speaking of "eyestrain," a pretty nebulous condition, that depends on your eyes.
But straining them will not damage your eyes, any more than feeling will damage your fingers, or smelling will damage your nose.
Monitors simply don't emit enough light to damage eyes.

Whatever is comfortable for your eyes is best.
Being either too dim or too bright is not good.
