For the same reason people are allergic to any other substance. Poison ivy has a irritant in it's oil that it secretes when touched.
Now if a dog has come into contact with poison ivy he must be washed immediately with soap and water, preferably with a brown bar laundry soap or a special "dog" shampoo. This is because the oil that is now on his hair is going to rub off on anything he touches or comes in contact with, which would be you as well. So if you have come into contact with him, better get some good old fashion laundry bar soap and get in to your tub and wash, wash, wash. Also, drug stores now carry medication for poison ivy.
