Net height is 7' 11 5/8" for men. 7' 4 1/8" for women. Co-ed competition is played on a men's height net. The official height measurement is made in the center of the net. The height of the net at the sidelines can be no more than 3/4" higher than the official height. If you're playing on sand, these measurements are all made with the sand raked level. No accommodation is made for your feet sinking in the sand. If you're playing on grass, the measurements are made to the ground...not the top of the blades of grass.
Playing court dimensions are 9m x 18m or 29' 6" x 59' for FIVB, and USA Volleyball indoor play

First of all 5'9 isn't short for your age, and that's assuming your a guy. Realistically, you would be way better off just working on strength training, and lots of work on fast twitch muscles etc. I was your height in grade 11 (16 yrs old) but I had a 38 inch vertical so I could dunk a basketball, and I was crushing balls from power. Your best bet is to look into a jump program, and do other core strengthening. Plus, it always looks better when a short person is crushing balls. Especially over a 6'3" middle. If you grow then you grow, but if not you'll still be able to swing with the best of em for now.

If you are five foot nine at 13, you will definitely grow taller, you haven't finished growing yet. Be patient and see what height you are when you are 18. I was short at 13 and then suddenly grew quite a few inches during my teenage years. You aren't finished "growing" yet. Meanwhile, do exercises on stretching your calf muscles, that will help you "JUMP" higher. And play well. And who knows? We may see you in the Olympics, which would be great. Please don't take growth hormones. Good healthy diet, lots of calcium and magensium (a must to help absord the calcium)
