They haven't changed it yet. I think its July of 2007.
Anyway, you need to be 16 to get your permit, and at least 16 1/2 years old to get your license.

16 for a permit. 16 1/2 for a license with driver's ed, 18 without. Under age 18, you get a junior operator's license. That law has been on the books since 1998. Prior to 1998 you could get a full license at 17 without driver's ed.

I believe all of U.S. is actually changing it to if you were born in 1991 or later you can't get your provisional license till you are 18. I'm already getting my license next month, and I just turned 16.

The current law lets you get a Junior Operator License at age 16.5 having previously held a Learner's Permit for at least 6 months. Oddly, there do not appear to be any restrictions on age with regard to Learner's Permits.
