It would not move.
Cancel that, I've just worked it out.
If the monkey climbs the rope, the weight should rise by the same amount.

if the weight exactly counterbalances the monkey even if the money climbs the rope the weight will always counter balance the monkey so in effect the moneky will always be climbing the rope untill theres no more rope to move through the pulley and both the weight at the end of the rope and the monkey are at the top of the building

It'll move up, becase as the monkey climbs up, it drags more rope from the other side, there making the monkey's side heavier than the side with the weight on it!
