Yes ,the blind can produce tears. Tears come from Lachrymal glands or tear glands outside the eye bulb that contains the layers or the surfaces responsible for recording light and capturing images that are transmitted to the brain through the optic nerve, the information thus collected is interpreted as vision.
Our emotions , the irritation of the outer surface of our eyes surface linings, even our nasal linings by irritants like the tear gas or onion odor ,can lead to stimulation of the tear glands and hence copious production of tear fluid.
Normally, everyone produces tears at a constant volume. This constant production is necessary to prevent the eyes from getting dry. This daily production partly drains to the nose and mouth through the lachrymal ducts which are channels from the gutters of the lower eye lids. Obstruction of these channels by disease or foreign particles can also cause tears both in the blind or people with sight.

Different diseases may afflict a person to cause blindness. The actual part of the eye that produces tears, the tear duct, is seperate from many of the workings of the eye such as the cornea, iris etc. which when damaged can cause the eye to stop working. Besides mechanical damage to the eye caused by impact or another source damaging the tear duct as well as the eye, a blind person is capable of crying. Even if you are blind if the eye isn't kept constantly moisturised by fluid from the tear duct it can become very painful due to dust particles and other substances falling on the eye.

sure, a blind individual can cry tears. till the reason of their blindness replaced into some form of duct an infection or blockage, some thing alongside those lines, then that could be an exception.
