my pc says: I have javascript turned off or an old version of macromedia's flash player. so how...why...?

Question

1) What is javascript, and how do I turn back on?
and
2) Why won't my pc download "the latest version of micromedia's flash player" when I "click here" as it tells me to do?

I had the same problem a couple days ago, I couldnt watch any videos at youtube.com I restored my pc to a previous day and it worked. Try that.
