could be some allergy , go to the doctors

It could be eczema. If it is, likely it will not improve w/o treatment See a dermatologist. Eczema is an auto-immune disease and will probably respond to cortisone. You could try the over the counter type but the prescription ones are much stronger.

As others wrote, it could be allergies, or it could be a form of seborrheic dermatitis. Do you also have itchy scalp, or bumps or a rash on your scalp/hairline? Seborrheic dermatitis can also affect the eyebrows and/or lids.
A cream from a doctor can help, although not cure it.
