More cultures don't use toilet paper than do actually. If you live in the bushes of Africa, you may not have running water, so you may use a leaf. Some Middle-Eastern countries use a sort of hose and their hand to clean their area-then use soap and water on their hands afterwards.

I know of one for sure: Indonesians. In every Indonesian toilet you'll find facilities to use water for cleaning after defecating and for cleaning the hands afterward.
I'm pretty sure there are more Asian cultures that use this most hygienic form of cleaning oneself.

Allot of places in the middle east all use the left hand as toilet paper, this is all the left hand is used for.

iraq, a soldier said they have a hose right near the toilet and they use one of there hands for wiping and if someone is caught steeling they cut the hand off that they dont wipe with so they have to use that hand for everything else..so beware

Toilet tissue is not a need you see the western use it for a convenient tool! it is not a necessity!
