Answer #1 is correct. Any good stuff is more resilient to wear.
Some professional companies offer special fix-up sprays, which is basically like putting hairspray on your face and therefore must be saved for very special occasions.
Some people spray a fine mist of mineral water on their makeup, but I somehow doubt this method's efficiency.
Generally try to be careful what you put on your face, it'll last longer ;)

- take a little bit of your foundation and smooth it over your lips before you apply lipstick.
- the same concept can be applied to your eyes (only be extra careful to not get any liquid foundation into your eyes), you only need a small dot of foundation
- buy loose powder, it comes in a tub and you'll generally need to buy a makeup brush to use with it
- use the loose powder to set all over your makeup, brush a light dusting of the powder over your whole face, it will set the makeup and help reduce any oily shine you might get throughout the day

you may be wearing cheap make-up. this has a staying on time of 0%. If you aren't then try powder on top to seal it all. and try moisturiser underneath. I actually make up my own for foundation I get my personal moisturiser and add the right shade of eye shadow to it. The mixture is more moisturiser the thiner it is more colour the thicker. Try for a natuarl look get a few of them going in different shades for different areas of your face shape.

Unfortunately, cheep makeup won't stay on no matter what you do. The best way to get your makeup to last long is to spend a little bit more money on the good brands.

you cold try a foundation primer, they help it stick to your face. just ask your cosmetician for details. Also putting translucent powder on after helps it stay longer. I saw soem sort of spray then had, a finishing spray, on Oprah but i have never seen it on TV.
