municipalities grant and revoke liquor licenses based on underage service. Call the city where the bar is and report the underage service to the licensing department, they will investigate and if they find there are minors being served, they will cite the establishment and fine them, if the problem isn't addressed, they risk losing their license to serve alcohol.
As far as the DWI mother, she would have to be caught in the act by a law enforcement officer and found to be over the limit before any consequences could be imposed.
If she is allowing an underage child to drink, she may also be risking the county child welfare workers getting involved to protect the minor child from a negligent mother.

Well, first let's address the public menace: most morons who drink and drive harm the innocent people while they walk away. If you see them at a bar, call the cops. Give a description of the vehicle and the location and tell them she's a known DWI. They can't go in the bar, but they can wait outside and nail her on the street.
Some states (like NY) are very strict about their liquor laws, and since they're so hard to get and very expensive (in NY it's over $10 grand a year to have one.) many establishments are keen to protect theirs. (There are some that don't care and those deserve to lose theirs.) Call your state liquor authority (the number is often in the blue pages or google them) and let them know that this bar is serving an underage person. Guaranteed it's not the first or only one that's getting served. Most will set up a sting with local police and the bar gets fined, and any reputable place will be more careful.

Like everyone else said, call the local police and report it. Especially if you know they are in the bar at the time. You can also try calling the state liquor control commission (or your state's equivalent) but if the fake ID is good then the bar is not to blame. They can only do so much. If they verified the customers age by way of an ID that any reasonable person would believe to be genuine, then they have done their job.

The society has been divided; have you not noticed? When the news covers what makes news worthy ,during it's faning out coverage like a blanket or a quilt, not every square of the picture can be shown as equal to all other squares or stories sewn together by news.The editors are different and writers too, they all use different threads to bind their stories, hope some of this might help , but that too, would depend on which square you stand.Where does the enforcement of law fit into the picture you are asking. most likely after it has battled your protest.

Just call your local police department and tell them. Looks like there are multiple violations going on here.
1. Mother -- Contributing to the delinquency of a minor.
2. Mother -- Drunk Driving, endangering the life of a minor.
3. Daugther - Fake ID
4. Bars -- serving alcohol to minors
Man -- the cops will have a field day with this one.

How is it you see these guys all over town drinking? Do you know them? Do you have kids? Do you drink? Is the kid 20 or 14 or what? If you want to ruin their lives and get the bars in trouble go ahead and call ATF or the liquor license board in your area. Call the police on the non-emegency line if it's not to the second urgent. 911 is for murders and fires, etc...I'd make sure you know what you are seeing is serious enough to warrant that. Does the mom belong in jail? Does the kid belong in a foster home? If they're hell on wheels out there putting lives in danger than maybe so. Otherwise, find something else to worry about. Maybe just a heads up to the local barkeeps not to serve them could work

Easy enough; call the local police station & report what & when you have observed.
Be prepared to sign a complaint with the possibility that you will be required to testify.
These things are your civic duty.
If the mother desires, she is legally permitted to serve her daughter alcahol in the privacy of her home. This is legal under the assumption that the mother knows her childs capacity & can control her behavior IN PRIVATE.

Just tell the mother that if she continues to drink and drive you will report her to the police. As far as the mother drinking with the daughter leave it alone unless the daughter is under 18.

Well of course you can merely dial 911 but most police departments prefer you call thier non emergancy number.
Call and report them. Esp if you know what bar they are in and when they will be in the bar.
