9 PM mIlitary time goes by the 24 hours in a day as in
1 AM =01:00
2 AM =02:00
12noon =12:00
1 PM = 13:00
9 PM =21:00
after midnight the clock resets
as in 12:30 Am would be 00:30 hours

It is 9:00 PM. all you have to do is subtratct 12 from the number if the time is 13 or higher.

there is no such thing as 21:00 time in military or any other form of time keeping it 9:00 pm is referred as 21 hundred hours(2100).
10:36 pm is 2236 hours and so on no " : " are involved.
