Try buying some of those telephone cards that have different rates on them for international phone calls. There are diff priced ones, like 5$ for 30 minutes or things like that. All you do is punch in a very long number that's written on the card, then the number you're calling and that's all.

You could get the person you want to call to install Yahoo!Messenger or SKYPE, both of which have voice chat. When my husband was in Sweden we just talked to each over Yahoo!Messenger with the voice chat feature. If you already have internet service, the voice chat functions are basically free.
SKYPE is even better for this. The sound quality is much better.
