I am not familiar with Picasa, but maybe it has a clone or paint tool. This is TEDIOUS, but it would be worth doing if you have a few larger, more obvious pieces of dust. Clone works better, but you can do the same thing with Paint. Select a starting point or select a color from very near the dust spot. Click your mouse and drag the cursor along the dust particle until it is covered up with the color you have selected. Try this a couple of times and you will see what I mean. After a few minutes, you will get the hangof it and you will be able to get rid of the major dust spots.

Photoshop and related products have a dust removal function, but I don't rely on them too much, as they also remove any OTHER small details, such as eyelashes of details in the leaves of the trees.

If you have dust on digital photos, it must be in the same place on every photo. If it is, your next question should be about getting the sensor inside your camera cleaned.

If you shoot in Nikon NEF RAW files you can make a dust reference image. The dust on the sensor is mapped by the image and then removal of the dust is applied to the next images eliminating the specks. If you can't do that then you're looking at photoshop and some tedious computer work in any areas that have a lot of detail. The large areas of color are pretty easy to clear up with the healing brush or clone tool.

Good Luck

Depending on the editing tool you use you get a range of filters to remove such marks. Some filters are named in "English". Others are given very mathematical names. You will need to experiment a bit.
