If you're talking about those really red bumps people tend to get on their arms, it's keratosis pilaris. It's a genetic dry skin condition.
Not a lot you can do about it, but lotions containing alpha hydroxy help. I've found that St. Ives Firm and Renew apricot scrub with alpha hydroxy really helps. You just leave it on for a few minutes, then rinse it off. I and several other people have seen definite results with that in under two weeks.

You could describe them more fully. If it is an all-over flushed look, it could be rosacea, which includes pimples and red lines and red patches. It can get worse if you don't treat it with big red bumps. I have had it for years, and it is manageable with a medicated lotion, but you need a prescription, so see the doctor.
