It may have something to do with the fact that a large number of young people in the UK currently smoke weed and the UK hasn't yet legalised the substance. Simply put demand is greater than supply. Good news for the dealers, bad news for everyone else.

It could be that drug busts have dwindled the supply, or it could be that the drug dealers are trying to raise the price or get people to convert to more expensive, highly addictive drugs. If "weed" were legalized, they couldn't use these tactics to increase prices or push people from a relatively non-additive drug to harder substances.
