my brother has taken his children from where their lived,and left all the belongings,even the kids toys and dolls

The police can track it down each computer has a name and address so regardless of where you are or where you send messages from you can easily be traced. I will assume that even if he uses his old e mail and address the acutual computer used to send the email can be traced to its location.

You can't. If a criminal offence has been comitted the police could probably track him down, but if he has not broken the law the police wouldn't take any interest.
