The courts. Law inforcement can catch them but the courts release them.
1. Courts have the ability to suppress evidence so juries are blinded from the whole picture.
2. Judges give lenient sentencing and put the criminals right back on the streets with us. (A Vermont judge gave 60 days to a child rapist that raped a 6 yr old almost daily for 4 years).
3. Judges release criminals on technicalities.
In my perfect world "no" evidence gathered by the police could be suppressed. Defense lawyers could argue to the jury as to whether it is relevant or not but the jury will decide.
There would be mandatory minimum sentencing on all crimes.
Technicalities would be handled in the "Appeals Process" after conviction. Judges couldn`t just throw out a case because a defendants civil rights were violated.
Violations would result in fines on the police department and a reduction of percentage of the convicited criminals sentence "only".
In this example not reading Miranda rights would result in the Police Department being fined $10,000 and a reduction of the final sentence by 10 % and 10% for every additional civil rights violation.. The criminal wouldn`t just walk free.
If the person is found innocent the person gets the $10,000 and $1000 more for every additional civil rights violation argued successfully to the Appeals Judge by his lawyers. He would still have the right to bring a law suit against the state for additional damages after that.

Good question, but I couldn't possibly define a single 'greatest' problem.....far to many to consider, I'm afraid.
In the grand scheme of things I think I would want to start with basically reviewing how the 'law' is written and can be interpreted on a Federal level and work down through the States. When people don't have things spelled out for them 'in writing' then too much can be twisted to meet the needs of whoever can 'pay' the most for whatever they want to happen.
But on a more realistic note, I would want to address the profession itself. Officers in law enforcement have the greatest stress related problems of any other type of work in this country. I would want them to have better training, better benefits, better wages, and better work schedules. If we expect them to do their jobs well, then there must be incentive to make it happen.
I do want to conclude by saying I appreciate all the good officers who are out there working and really doing their jobs.

The greatest problem law enforcement faces today is that criminals have more rights than victims and law enforcement officers therefore, Law Enforcement must treat these criminals ever so gently, kindly, respectfully being ever mindful of their multitude of rights and privileges.
To fix this: I think we as a society need to focus more on victims rights, enforcing the laws we have to the fullest extent, stop clogging our judicial system with frivolous lawsuits, redundant appeals. We need a complete overhaul of the judicial system, Judges need to enact the law AS IT IS WRITTEN, NOT create or interpret it to fit their personal beliefs. We need to decipher which is more cruel: the death penalty or making someone wait 20 years on death row? It is my opinion the death penalty should be carried out much quicker. To quote Ron White "put in an express line". This would be just the beginning. Our law enforcement system is going broke, we need to repair and restore it in all areas. Our law enforcement officers deserve to be treated with respect and they deserve to have a level playing field which they currently do not have.

I don't know what their greatest problem is, there are many. Just about every problem listed above is reasonable. Not mentioned, are the federal budget cuts that Bush instigated in his last proposed budget. To fight crime, you have to be willing to spend money. American crime should warrant more attention than Iraq. Also not mentioned is the personality traits that have crept into our police forces. Let's face it, many cops would just as soon shoot someone or beat someone as look at them in a lot of instances. Maybe they are worn out from the other problems, I don't know. But let's face it, police forces are volunteer agencies that hire people who have to be willing to use deadly force; there's a fine line between those that are forced to kill and those that don't mind. We need a conscription that places average joes in roles like cops and soldiers.

Drugs. It's the root of most crimes that affect the average person. Some examples of the crimes caused by drug use/sales are burglary, theft, motor vehicle theft, and battery. It also affects businesses with rising insurance costs/premiums from some of the listed crimes.
Most departments only use the bare minimum in which to combat drug crimes, although many would agree that drugs are the root cause.
There is no cure for the drug problem as people who have the predisposition for the adictive traits will always find something to use to escape.

all those soft hearts I think is the biggest problems. All the people who complain about the crimianls rights. They are making things difficult. I just watched a show on t.v last night aobut how in Brazil the police are ALLOWED to shoot at a suspect whether he is armed or not.
Honeslty, I can see the reasoning if you aren't really sure, but if you have them on camera, why are they still 'presumed innocnet'?
The solution is to put less focus on criminals rights and more focus on VICTIMS rights.

Good question, see it takes one lemon to ruin it for all cops. The system is set up to where cops do what they want, and the system allows it, and protects the cop, the reason we don't want to help the cops is because if we go to court and testify against some freak, we aren't guaranteed our safety or that of our familys because I've been told by the state and federal government that there isn't a witness protection program, so hell no we don't stand up against them. Further more, why should we, the cops have the prestige and protection and power against criminals, why should we lay our life on the line to help them when our safety doens't matter to anyone?

It's a low paying, physically demanding and emotionally draining occupation. The hours are long, the days off are few and far between and even when they are trying to help, they are regarded as the enemy.
If their pay was rated by their value, the USA wouldn't be able to afford them and we'd fail from within without them. I wish I knew a viable solution.

Massively complex laws, and far too much preemptive regulatory rules, that drain resources from stopping the violent criminals.
Fix the laws. Remove all the precautionary preemptive regulations and just punish people for what they actually do, not what might happen.
