Depends what you qualify as "best winter". The eastern provinces (Quebec, New Brunswick, PEI, Nova Scotia, Newfoundland) have the harshest coldest winters, but it's beautiful if you enjoy winter sports. The west coast has milder weather, but it's pretty rainy and drab in winter. Southern Ontario has a bit of a winter, but a lot more pollution than anywhere else in Canada, so you'll get hot humid smoggy summer days sometimes. I can't really speak for the Prairies, but I hear they get pretty weird and extreme weather. Take your pick, you have a lot to choose from.

The South Coast. That includes lower Vancouver Island and the Vancouver Lower Mainland area.

The Okanagan Valley. Hot, dry summers, the winters are mild with only a couple weeks of snow, but you can always head to the mountains for snow. One of the few places that you can ski in the morning and golf in the afternoon.

Anywhere in Southern Ontario, because it is pretty far South. But it all depends on your definition of 'best weather'

My favourite weather is Montreal, which has four real seasons.
The most interesting weather is in Calgary, which has four seasons in any given day.
I wouldn't want to live on the Wet Coast, myself.
(I'm living in Zurich (Switzerland, not ON) now and a wee bit tired of the rain.)

It depends what you like. For me, it would be the Okanagan, and the area around White Rock BC.
