There is no record of moses ever talking clearly, but when he told god of his slow tongue, god said i created mans mouth the dumb the blind, and the deaf. In other words my interpretation was that god was telling moses I KNOW YOU CANT TALK I MADE YOU. Then god questioned moses " is not Aaron the levite thy brother"? "I know that he can speak well. and also, behold, he cometh forth to meet thee, and when he seeth thee he will be glad in his heart. SO moses spoke through his brother Aaron
