Hi. I am in IL myself. Go to cyberdriveillinois.com which is the Seretary of State's website. All the answers to your questions can be found there. You have to be 16 to get your license, but can have the permit at 15 if you've completed a driver's ed course.

in IL you have to be atleast 14 to get a permit and have it for atleast 6 months before you can get your license. You have to be 16 to get a license. 18 to buy your own insurance.

you have to be 15 to get your permit (as they only last a year) and 16 to get your license.
