Possibly. Why don't you just ask him out if you like him that much? Obviously hugs are a sign of affection for the other person but it could also mean other things. It is important to gather all the details of the situation before making that assumption. However, asking him out on a date can't hurt anyone and will only show that you are a confident, well rounded person. Could be he likes you back. I used to have a friend who was like that but he just wound up wanting to be friends. (He told me later he could never date me because he was afraid of my father. I don't know why he had to be so afraid cause my dad would've never have done anything about it.)
