When she's dilated past about 2cm it would probably be a good time to go in. How long it takes after that is highly individual. It could be several hours yet, especially if it's her first (which we don't know). And what are her contraction intervals? Ten minutes going down to five or six? I'd be heading towards the hospital at five min contractions, but as long as she's not down to two-minute contractions there's no need to break any speed limits.
BTW a week or so overdue is no big deal. Providing the fetal heart monitor (which they should use as soon as she's in the hospital) shows the baby's not in distress there's no need to panic and induce.
EDIT: I'm super dumb today! I meant two INCHES dilation, not two cm! Two inches is around 5 cm. Things start to get moving after that. Ten cm (four inches) is perhaps waiting a little late, but the baby won't come out without contractions, so their intervals are very important.
Oh yeah..You want a time? Three-thirty-seven am, Monday morning, your local time. Babies are SO inconsiderate ;))

I hope for her sake she has the baby today. All three of my children were born in military hospitals. What she needs to do is just go up to labor and delivery and complain a whole lot. Tell them she is hurting really bad. They will put her in a room and monitor her......chances are since she is over due they will go ahead and induce. Tell her to be demanding and she will finally get someone to do something. I was never late and I convinced them to go ahead and break my water to get things going.

That is already classified as a medical emergency and the military hospital--or any hospital, for that matter--will have to handle her case. Take her to the nearest hospital. The doctors should know what to do.

I would complain to the person who in charge of the hospital,and get her an appointment today,its ridiculous for them to make a mistake like that.
She should go to the hospital and tell them that she is not leaving until her baby gets delivered.

Hopefully she will have it in a few days. They will not let her go over two weeks over due because the umbilical cord could deteriorate and the baby could die. I was induced with all of mine way over due, because I never went in labor on my own. Hang in there and God bless you!

She is showing signs of delivering vaginally, they should probably let nature take it's course. As they say, " the first one can come anytime, the second one takes nine months."
My money is on for the 16th!
