The rules on this are changing as we speak. A good teacher or instructor will let you know what their standards are for the page layout. Some are flexible and so long as it is presentable and readable, don't care. There are some who are so rigid they would flunk you if they think you broke one of their rules.

Bottom line: ask your teacher if there are any "standards" for page layout that apply to this assignment.

yes, you should always use proper paragraph structure, sentence structure and proper grammar for anything intended for academic or public ingestion.
