I think that the guy should offer to pay for the date, but sometimes on the first date people will pay for themselves. I always pay, but if my date insists on paying, then I let her.

Generally they will but ther is nothing wrong for to volunteer to get something. For example if he pays for dinner and the movie, it would be a nice gesture to get the candy for the movie.
