What should be the voltage to the Vee pin (contrast adjustment)

Most LCD modules come either with controllers or without. I don't know about the "without" ones but the "with controller" ones are pretty much identical from a control point of view. They all follow a standard (Hitachi I think) then add their own extra ells and whistles. Like extra characters.

As for Vee, I usually leave it disconnected or grounded. Most data sheets say to use a 10-20k pot from Vcc to ground and feed the wiper into the contrast adjustment. You can do the the first time. I almost always find that, once I get it working, I can turn it all the way to ground and the contrast is fine.

By using the term "Vee" for contrast adjustment, I believe you are looking at a Hitachi LCD.
Goto Hitachi website (www.hitachi.com), go to displays, get the data sheet of the display. You will find all you need there.
PS: there is not "programming" as such, but the processor that will talk to the display will have to follow a very precise sequence of instructions to set-up the display.
You will find the initialisation and set-up and functions on the manual that you get from the website...

You need to identify the specific 16x1 LCD display to get a proper answer. Most displays do not contain a microprocessor, so do not use assembly language.
