In some Italian airports they have cell phone rentals. You might also check with your carrier to see if they can arrange for an international chip. I saw a lot of young US citizens calling or text messaging home from Venice last year.

when i use to rent my cell phone in italy, i use to get them from the internet cafes, ofcourse all of the internet cafes provided that, but in florence, there were a couple. or simply go to anyone of them and ask about they, they might tell you where you can find it.
also, there is a way you can contact your parents for free, yes 100% free all the way from italy to the states. you just need dsl internet access and as well as your parents or whoever you desire to reach and your set. how does it go? have you ever tried using the Skype messenger? its the same as any other messenger you can use to chat to anyone in the world, the only difference is that, its not made to ONLY chat, but to literally talk directly using the computer's mic. go the webpage, sign up for free, give yourself a screen name, make your parents do the same, have them be on before your about to make the call, double click on their screen name and youll hear a ring, there you go, can talk to them all the time for free.
thats the way i do it, and dont have to waste a cent.
