what are the requirements that i have to fullfill if i am not a US resident for taking admission in mit engineering college or any other technical institute. what are the procedures involved. if anyone can describe it in a broad way then can he give me his contact number plz so that he cold make me aware of all the facts

If you are in the US in a city, there's an MIT Alumni club in most big US cities. Calling MIT can get you a contact for the Alumni club. One of their activities is talking to potential students.
If you are overseas the above ideas about the MIT website may be the best idea.
