I've heard the term on 24 a few times, not sure what it means.

When martial law is declared the civilian government becomes subordinate to the military. (In other words, certain constitutional law is suspended).

It would only happen in the most extreme of circumstances; total breakdown in law enforcement. Uncontrolled rioting, looting, arson, rape, murder where law enforcement and public safety agencies were overwhelmed.

The first step to Marshall Law has already been taken in America, it"s called Homeland Security. If Bush can change the Constitution as he is trying to do so he can stand for a 3rd term, then you will see the next step. As far as 24 is concerned, what a fantastic series. Can you tell me when the 5th series is out on DVD. It"s a case of shall we watch one more episode before we go to bed?

The miltary takes over control. Out during curfew can get you immediate execution. Rationing of all products etc. People that start trouble, like protestors get a 1 way ticket to special re-education camps.

It means that the military would assume the responsibility of running that state. The police will stand down and the national guard will take over. I hope this helped.

All of our constitutional rights and guarantees will be stifled completely. Here's an example: Bush will be a tyrannical leader who will have ABSOLUTE CONTROL of the American people. He can abuse his powers at will for personal and political gain. And as for law and order, the military will see to that. That's the scenario here.

Please turn the stupid TV off. We are not going to go to Martial Law. There is no reason to. One of the biggest reasons that will never happen is our little insurance policy called the 2nd amendment. With that we have a militia of 300 million strong.

the law is turned over to the military so they are the authority incharge of the country.

Basically the police and army control the country. They can set curfews and anyone violating these can be arrested.
