Well, she can call the police but she can't stop you from moving out and in with whomever you chose. I'm sure that in your state the age of 18 means your an adult and responsible for your own actions and life. Your moving out is bound to anger your mom but she has no legal right to stop you, after you're 18, without a Court Order. What does "unsafe environment" mean? The police take a dim view of people making false reports and your mom may get more attention than she bargained for by making complaints that are baseless. Just be sure they are baseless.
Of course, your moving in with the boyfriends parents will definitely put addition strains on the relationship with your mom.
Give this some thought, why not move into your own little apartment - how does his family view the situation? Has your move been discussed with them, are you a renter at their home or a guest. Have you thought this whole process through?

At 18 you're on your own but it sounds like you're running to this boyfriend just to escape your mom. As an adult she can't have the police take you from your environment but hopefully you're prepared at 18 to be self supportive financially. Good luck to you.

No! In fact you could leave sooner and you would have no problem. If you told the truth to the police they would be happy you left I'm sure. A person can leave a guardian and choose another guardian before 18 if their is sufficiant reason. Sanity can be one of them!

Your mother cannot do a single thing if you move out when you are 18. She can (and may ) try to cause you trouble, but she will have no legal standing.
