As mentioned previously, almost every town has Christmas Markets during Advent time, so those are great places to be! Munich is a fun place to visit, because they have a good downtown area and lots to do around there. You're close to Neuschwanstein (Sleeping Beauty castle), skiing and other snow sports. If you are more interested in the snow and snow sports, I'd definitely suggest Switzerland. Ii lived near Interlaken for three months one summer, and that area had a lot to do too. Of course there is skiing and other snow sports up there. So those are my suggestions...

Zakopane in Poland. Very original, with unique culture and guaranteed snow. Besides, probably nothing beats Christmas eve celebrations in this country. But try to get some Polish friends to experience a real Polish "Wigilia" at home. With 12 different dishes and none of them with meat!

Salzburg Austria. It's the most quaint, magic beautiful city in Europe, and especially wonderful at Christmas.
Here are some pictures of Salzburg at Christmas http://images.google.com/images?q=salzburg+austria+Christmas&svnum=10&hl=en&lr=&rls=GGLJ,GGLJ:2006-36,GGLJ:en&start=20&sa=N&ndsp=20
I've been there 4 times and it was amazingly wonderful.
Here's a site with different hotels. Hurry and make your reservations!

Germany without a doubt. Check out the Christmas markets. Nurnberg is probably one of the better ones.
