You just have to be true to yourself and you have to be honest. I think that honesty is the best way to not hurt other's feelings, but if you are keeping secrets, or trying to not be direct because you think it is too mean, then you are setting yourself up for a disaster. Guys are direct, they appreciate honesty, don't talk to them about your complicated web of feelings about it, just be direct and let them know which one you want to be with. End of story. The other guy will have to move on and even if you don't remain friends, at least he won't be all hung up and strung around by you anymore.

Good luck with this situation. Remember that you come first in your life though, don't compromise yourself to not hurt one of their feelings.

The heart is a very deceptive organ. Before you rush to make a decision, you really should perform a self analysis and run a Love Test. What is your definition of Love?
In the beginning of any union, spending time with someone who is mentally stimulating and humorous may feel like love.
This is just the introductory stage.
What are your expectations of this guy that you love?
What are his expectations of you?
Is he trying to be the man because there's competition and as soon as you end ties with the other guy he wont be interested anymore? How do you know that he loves you?
he said it? Does he show it?
A decent man would allow you to come to terms with your feelings and give you some space in order to make the best decision (if you were honest with him)
You owe it to the other guy to permit him to have closure.
After ending the relationship, periodically he may call asking questions about the times y'all spent together.
Please don't ignore him or brush him off.
Be patient.

Well...if you "want to be with" one person more than the other, then you obviously love that one more. For the other person's sake, you should let them know as soon as possible. It may hurt them a little, but at least they'll be able to start getting over it. You don't to be rude, but by all means be firm.

You make a choice. All you are doing is holding the one you don't want to be with on a string and not allowing that person to move on and find someone who does want him/her. That isn't fair at all and is very selfish. You say you don't want to hurt the other person but in reality you already are because you aren't being honest with him or yourself.
