It depends, you should be more specific, It could be said back so you won't feel rejected, It could be said back because this person loves you too but was to shy or unsure if you felt the same way to say it first.

If you are saying it to your significant other it should get a warm response unless you are saying it to get out of a bad situation you are in which then could cause you to get in even mor ehot water.
