i have a vaxhaul corsa it already has belts in the back but doesnt have one for the middle

That rather depends on whether your car is designed to have a middle rear seatbelt or not. If it is then it will be a simple matter of locating the anchor points behind the rear parcel shelf and in the floor and bolting it in yourself - a 10 minute job.

If the car was not designed for this facility then it becomes an altogether more comlicated process. The span of the belt needs measuring. Strategic holes will need to be drilled in the bodywork to facilitate the seat belt anchors. (By strategic I mean holes drilled where they need to be but without affecting the rigidity of the car's framework/chassis/bodyshell)

Then nuts have to be welded to the other sides of the holes or screw threads cut into the holes to locate the anchor bolts against and after you done all that and replaced all the trim that you'll have to remove to achieve the above, you've then got to get it ministry approved by a motoring organisation like the AA/RAC/Green Flag or a major car retail chain like Halfords or Motoquip or a recognised safety and MOT vehicle inspectorate. To do this you'll need to look out for a sign like three blue triangles overlapping each other, all pointing up as opposed to a 'Star of David' type formation. Tap vehicle inspectorate into your preferred search engine and you'll see what I mean.

Labour cost at a recognised garage will vary depending upon reputation and make and model of car, but around £300 would be a fairly accurate estimate. I believe the safety inspection of the seatbelt comes to around £30 on its own?

I imagine it will be really expensive if you have someone do it for you. I had an old Volkswagen Karman Gia that had no belts in it. I just bought some after market seat belts and installed them myself. It didn't cost me more than $50, and that was for 4 seatbelts. Depending on the type of car, I imagine one seatbelt for the backseat wouldn't cost much. They are not that hard to install.

I'm not sure I understand the question. However, if you are looking to replace one that once existed (worn out) it would likely be cheapest if you can get one from a junkyard. Call around and see if they may have one for your make/model.
