Hi he is looking for attention, you can tell him that it upsets you and you don't like it you can also get a small ball or a toy that floats put it in the toilet and ask him if he can aim for it this turns it into a game. doesn't always work but 9 out of 10 it does worth giving it a go.

Lots of little boys go through a stage of just whipping it out and peeing where they are.
Tell him that when he is indoors he must use the toilet and if he goes anywhere else you will punish him. Start by taking a toy away from him and only giving it back when he uses the toilet.
Explain to him as well that making extra work for you is not fair, and that if he built a tower with his blocks and you knocked it down so that he had to build it again he wouldn't like it and you don't like to have to keep washing the floor after him.

Have you asked him why he is doing this? I suppose you have - he is hiding behind doors so he is embarrassed but maybe something has happened in the toilet that has scared him or other kids have said something to make him not want to go to the toilet suddenly .... kids can have fears that to an adult seem very unrealistic but maybe he thinks there is something in there that he doesnt want to face.. I cant give you a reason but these are some ideas.. try suggesting he tells you when he needs to go and then you go in with him until he is comfortable about it again... good luck!

Not a pleasant thing for you, however I can only think that this is possibly his way of showing you that there is something not quite right in his life. I am not going into details of how I am thinking but perhaps you should start by looking at this from a different perspective. There is also of course the thought that this is his way of becoming the dominant male in the house. I would have thought that one possible solution is to make him clean his own mess up.

Nip this one in the bud today! Kids do all sorts of unsavoury things even when they know/suspect it is wrong. They're just trying to figure out "what happens if".
Don't go mad, just show your disgust and make him clean it up immediately. After he has cleaned and dried the area, sit him down for a couple minutes 'private conference'. He'll know you are serious and it's a shameful thing to do. Should get him back on track and he should remember that you expect better from him going forwards.

He has a good reason of his own. Come down to level to make him feel comfortable to talk as if talking to a friend of his age, and gently get him to talk about his view, then think over coolly as to what would really convince his innocent mind, and sail across the suggestive reasoning through a concocted story glorifying a boy of 4 who overcame this trait !

Make him clean it up and tell him to use the toilet. I wouldn't be overly gentle in explaining it to him or overly upset -- that is, do not give him attention that he might be seeking. He may be imitating something he's seen. Either way, he has to learn that what he's doing is dirty and disrespectful of the house, you and himself. The best way to do that is to hand him the mop.

maybe he has a mild urine infection...probably unlikey if it's a few weeks now and has not others symptoms..ie: headache, fever etc. maybe he's seen someone urinating outside and thinks it fun or maybe he's seen a dog doing it...(do you have a dog?). has he seen something on telly maybe and thinks it's a good idea to copy??? there's tons of possible reasons, but you'll just need to give him a very stern telling off or take away something he likes to have if he does it so that he learns it's not good to do it anymore.

He has obviously seen someone else peeing behind things, maybe trees or in the drain. At 4 he just wants to copy!

yeah i hate too admit it but i did that as a boy, my dad used to say i was marking out my territory. basically he now knows what to do so he just lobs it out and goes where ever. tell him to use the toilet and if he dosent, punish him take his toys it worked for me now indoors i only urinate in the toilet indoors and where ever outdoors.
