You got it the other way - Our Birth Mother is not Cow. But Cow is on level of mother too.
Just like the Christians call God as Father.. Does it mean that our Birth Father is God?? - Ofcourse not.
According to Vedic Literatures, there are 7 personalities one should treat as ones own mothers.
These mothers are
the original mother,
the wife of the teacher or spiritual master,
the wife of a Priest,
the king’s wife,
the cow,
the nurse who helps mother takes care of us in our childhood,
and the earth.
(Srimad Bhagavatam 7.12.8 Purport)
The Vedic Literatures also says that one must respect all women except one's own wife as Mother. Even if she is our own age and even if she is age of our daughter or Grand Daughter.
This is the way of Control of senses and giving respect to Woman.

They treat Cow like a mother because cow is the main source of milk for a child other than his own mother. There is lots of philosphy why Cow is respected by Hindus, although every life is respected by Hindus.
The main reason among them is Lord Krishna was a cowherd in his early years of life as an avtar and used to protect cows.

Thats really funny. Hindu people dont call their mothers cows..... They respect the cow like a mother... There is a lot of philosophy behind the whole thing but cow gives us milk - and since children are bred on mothers milk.... an equation was made.
