In the U.S. it's probably a major cause for concern and parents, teachers and everyone else will worry and traumatise both kids I guess.
Elsewhere in the world, if it happens once or twice, people won't be bothered. But of course if the 9 year-old was blocking the 4 year-old all the time to look in their panties, and looking for extended periods of time, then people would tell the 9 year-old this is totally NOT ok, because the 4 year-old's body is her own, not an object one can look at whenever one pleases.
But again, I'm sure that if this happened, say, in a school in the US, the 9 year-old would be expelled, and the parent possibly sued. For a start. And the net effect would be way, way worse than having simply stopped it, and given cool, calm advice.

Had that happen to me when I was in kindergarten. Told the older boy that he had a bum of his own , didn't need to see mine.
(5 yr old reasoning). I did tell my mum and I believe she had a ' talk' with the kid's mum.
Probably time for another ' sex' talk with the young one , with pictures so he needn't go looking for examples. I think mums and dads should do these talks together so the kid gets the story from both sides, or there could be a possible problem later on.

I am going to go with curiosity, and you should be concerned about that, you could always try talking with him about it, but it also might be better if you tell his parents and let them deal with it

A 4th grader should definitely know what private parts are, and I'd be very worried if one was looking at those of a four-year-old. Parent should be told and this kid should be avoided.

i would talk to the parents about it.at that age that child should know better.i am a mom of 2 and they both know that is something that you do not do,and they are 11 and 4.

curious. explian the significance of this region nicely (ie: this is a private place that should be only seen by its owner). tell the parents.
